WHAT IF the artwashing started working on a much larger scale?

WHAT IF the township of Rotterdam helps the neighbourhood by giving them opportunities to turn their life around instead of telling the people what not to do

We want to go for a satirical approach and design something that would perfectly fit within the context of our scenario. For example a poster that could be hanging there. Or a social campaign about the scenario topic/problem?
